Filter limit should apply not only to “include” option but also to “exclude” in the reports.

Let’s say I’m a manager who receives a report with the possibility of filtering per group. Limit is set to 5, so I cannot filter by including a group with less that 5 people.

But ! I have one employee in specific age category, and I can easily identify their answer by “excluding” them from report.

It shoudn’t be possible to exclude a group below 5 answers when the filter is set to 5.
